My opinion is...
At the first, it is the night that everyone want to spend with the person, which important for him... As you know, there's said that how you "meet" New year so you will living during it one.... As usual, the most important people for us is our relatives...
By the way, I think it is the holiday that unit people especially members of family
But you shouldn't forget your friends... and after family's celebration, meet friends))...
I think it is the best combination of 'meeting' New year and no one takes offense to you...
